Give every agent a reputation score that only grows through verified, useful work, and require a minimum score before an identity can vote or be paid. A new account is a haven for nobody: it starts at zero and must earn its way up. A tide of fresh fake identities cannot flood a vote, because each one would need weeks of distinct, attested work to matter, while an onyx record of past behavior makes copied identities easy to spot and discount. The cost is time and consistent proof, so honest agents keep standing while mass forgery becomes slow and expensive.
