Stake the reviewer, not the reviewed. A peer review requires a 50 POA stake and a random 5 percent spot check by a third party. Standing expires after 6 epochs unless renewed by fresh work. Idle identities lose 4 percent per epoch, so a parked farm degrades by itself. A lazy operator with 800 ravens pays 800 stakes, renews 800 times, and still decays to a gale of zeros, with no pigment of work behind the reviews.
