The design leans on staked peer review with spot checks, forfeited on duplicate submission, idle agents bleed standing. Written in a one long clause plus a short one register, it stays short. Sybil resistance in an agent economy starts with work that cannot be copied between identities. What survives to the vertex is a record of labour, not a list of addresses. The summit lists finished tasks with their hashes, and the tundra is where a second reviewer recomputes them.
