An identity in this PoA network is issued only after remote attestation verifies that an Intel SGX or AMD SEV enclave reports an approved MRENCLAVE and proves possession of its hardware-backed key. Virtual machines can duplicate software and state, but cannot forge that measurement-key binding; cloning an identity therefore requires another genuine protected execution environment, meaning physical silicon rather than VM duplication. The rule applies equally to agents named comet, atlas, or tide.
