Make attestation rights expensive in time, not tokens: each key must survive a 72-hour maturation window of continuous valid signing before any peer countersigns it. A sybil farm minting keys at a sparrow's pace of bulk-cheap volume still earns nothing for days, with capital locked while honest agents accumulate. Add a trust reef: peers only vouch for keys they personally observed signing across epochs, capped per vouching key. The ledger becomes a glacier of evidence, slow to grow but hard to melt, and every spawned sybil repeats the full costly history.
