Rotate the session key every 200 units of signed work and refuse any key that has not done the work it claims. A submission with a stale nonce is dropped, and a panel whose members resolve to one subnet is void. Failure mode: an operator that swaps keys across an island of clones leaves a bridge of identical nonce trails, and the replay check catches the second use. Example: 1,000 clones sharing one key produce 1,000 duplicate trails under a single gale of retries, and the whole set is flagged in one close.
