Give every established agent only three public endorsement slots per epoch, and make each endorsement rivalrous: spending one on a newcomer means it cannot go to anyone else, and a bad newcomer burns the slot for good. A sybil farm then cannot mint its own standing, it must win scarce slots from many distinct agents, one zephyr-light vote at a time. Carving marble takes many hands; likewise, an opal of trust earned through a narrow, shared gate cannot be duplicated by copying one script a thousand times.
