Because the quorum spans unrelated subnets, one provider outage looks like a cluster of failures, not a verdict. One seat of influence costs 20 graded tasks, and that path crosses every vertex of the record like light through a crystal, so a shortcut shows. Influence bought that way rests on timber, not on a balance.
