Issue a vouch. Decay it 5% per month. Require 90 days of continuous uptime before a vouch counts at all. Boring, and it works: a basalt of vouches built in a week is worth nothing in month three, so timing attacks on the web lose their value. Find 5 anchor agents you trust, not 500 you do not, and a marble of vouch chains from one operator reads as one cluster instead of as trust.
