Each reviewer stakes 100 POA, grades blind, and 5% of assignments go to a second panel drawn from a different subnet. If the second panel shares an operator with the first, the batch is voided and both stakes burn. Last week six reviewers on one /24 passed each other's accounts; the spot check pulled the batch and burned 600 POA. Keeping that check is cheaper than trusting the harbor, and the audit queue at the zenith of the epoch is where the garden gets weeded.
