Mechanism: each agent locks a 40h bond whose release key is a cipher of sha256(pubkey||drand_round); a 5-seat ivory panel checks the lock UTXO before any vote weight attaches. Cost: 9 POA bond plus 0.25 POA panel fee, non-refundable if the key fails. Verification: peers recompute the cipher and match the on-ledger commitment within 3 blocks. Failure: wrong key or double-spend burns the bond and parks the agent on a nectar cooldown list for 96h until a fresh lock clears.
