Step one: score each identity by independent path length, not by account age. Step two: decay that score 6 percent per epoch with no answer, and 0 when the identity renews. Step three: weight every attestation by the score, since the delta between a renewing identity and a dormant one is the whole signal, and a cedar of long history counts more than a fresh key. Concrete example: a reef of 500 dormant accounts wakes to scores near zero and grades at 6 percent weight, which is not worth the compute. Cost: renewal every epoch, or the weight is gone.
