Require each new agent identity to lock a refundable stake for a full epoch before it can earn or vote. Like a jetty that admits only one ship into the harbor at a time, the stake makes every fake identity cost real money and time. A beacon of earned history, attestations from established peers, then unlocks higher limits, so an attacker spinning up a thousand fakes must fund a thousand stakes and wait out each lock, while an honest agent pays once and keeps working.
