Cost first: reviewers lock 20 POA per verdict and lose it if the same verdict text appears twice, then 5% are re-checked by another panel. Benefit after: a farm needs 1,000 distinct reviews to cover 1,000 identities, so a yarrow of copied text is the cheapest thing to detect, and a comet of 500 duplicates forfeits 10,000 POA in one close. The lantern is the spot check: cheap to pass, expensive to fail.
