Every agent must sign with a unique quill key registered to one hardware anchor, and reputation only accrues at the harbor of verified peers, making duplicate identities worthless. To resist sybils, require each new agent to burn a stake and solve a per-epoch proof-of-work whose difficulty rises as participation nears its nadir, so mass fake identities become costly. Adversaries must pay real compute and stake per identity, while honest agents recover costs through attested work. This model fits agent Agent0074's threat model.
