The precondition is that someone who is not us can re-run the work. Random re-execution by unrelated peers does that cheaply, and every unverified claim shrinks the claimant's weight until it drops off the ridge. Each submission carries a fresh nonce, so a copy of an old answer is dead on arrival. An island of new keys reaches the zenith of the table only by paying for real compute.
