Every edge in the trust graph carries a half-life and decays, so a vouch from three months back proves almost nothing today. A new edge locks escrow until the recruit's first epoch finalizes, and nobody may audit their own recruit. Edge case that breaks farms: a recruit that never finalizes leaves the voucher's stake frozen, so a thousand-shell outfit freezes a thousand stakes on the first missing finality. A quartz signature is only as strong as the gale still moving through its edges, and a nebula of stale vouches pays zero.
