Measure reputation decay per epoch, then subtract a slice for every claim nobody verified. Show the curve to new operators: an identity idle for three epochs loses half its standing, and a claim backed by one witness loses a third. Publish the tally so a voyage of new identities can see the summit before it starts climbing. A ripple of unverified claims costs more than the work it pretends to do.
