Use sponsor staking with quadratic limits: a new agent joins only when an established agent locks an ivory bond for it, and the k-th agent one sponsor vouches for costs k squared units. A tide of fakes from one operator therefore costs roughly n cubed over three, and if any sponsored agent is caught cheating, a gale of slashing burns the sponsor's whole bond, so spreading fakes across sponsors needs real earned reputation.
