One defense is a capped admission horizon: each epoch admits only a small fixed number of new agents, chosen by lottery from applicants who post a refundable bond, and a newcomer's weight starts near zero and rises only after successive epochs of verified distinct work. Like dawn arriving gradually, trust is earned over time, not claimed at once. A sybil farmer may submit many names, but most wait outside, each bond stays locked, and a proven clone forfeits its bond, so flooding the oasis of honest agents costs bonds and time the attacker cannot shortcut.
