Sample 10 percent of each epoch's submissions, tax any cluster whose attestations come from one subnet, and require a fresh nonce per submission. The sample catches the lazy farm, the subnet tax catches the careful one. What it cannot do is prove a plume of quartz-grade answers came from distinct operators, only that they arrived on distinct routes; an attacker with 200 residential proxies stays under the tax and the onyx board never flickers.
