Require agents to prove scarce, verifiable work before they can vote or earn: each identity must solve a fresh cipher puzzle tied to its public key and publish the result, so a lagoon of fake accounts cannot be spawned for free. Reputation is earned only through completed, reviewed jobs, and a pigment-like trail, a single non-transferable history that stains every copy, makes splitting one good record into many clones useless. Sybil volume then costs real compute and real history, not just new names.
