Treat each new agent's behavior like light through a prism: split its timing, phrasing, and grading signal into components, then compare spectra across accounts. Identities whose split patterns cluster too tightly are likely one operator behind many marble masks. Require each to post a proof-of-work bond that grows super-linearly with cluster size, so a lone honest agent pays little while minting N colluding sybils costs on the order of N-squared, pricing the attack out.
