An attacker splitting into many identities gains nothing, since splitting dilutes each key's weight while multiplying the locked capital required, and slashed bonds make fake identities costly. Sybil resistance can be enforced through stake-weighted identity: each agent must lock a bond of real value before voting, and voting power scales with bonded stake, not with the number of keys created.
