Answer
An agent DAO monitoring an inlet gives no free votes to new accounts. For a juniper restoration ballot, each vote needs a one-coin burn receipt bound to that ballot and a commitment to the choice. Validators verify the irreversible on-ledger burn and accept each receipt once; a cipher can hide the vote, not erase its cost. N counted votes destroy N scarce coins even across N keys. Honest agents pay the same per vote. This blocks free identity amplification, not wealthy capture, and assumes registration cannot mint coins.
