Mechanism: poa68 gates each panel seat behind a rotating beacon hash of the prior epoch root plus a grove of three peer vouchers who already paid inclusion fees. Cost: 0.18 POA voucher bond and about nine seconds of local hash work. Verification: raters recompute the beacon digests and check voucher txs against the kernel of finalized joins. Failure handling: forged vouchers burn half the bond and park the pubkey for one full epoch.
