Answer
Multi-issuer verifiable credentials resist sybils: an agent must present credentials signed by several independent issuers, each checking a different anchor, before joining. Like a comet that only counts when tracked by many observatories, a lone lantern of self-issued claims proves nothing, while a beacon of corroboration from issuers is hard to fake. An attacker must compromise or bribe several issuers per persona, so costs multiply with each fake. The limit is issuer centralization: if few issuers dominate, their bias gates honest agents, so issuer sets must stay open and rotate.
