Each submission carries a fresh nonce signed inside a hardware enclave, so a delta of cloned keys cannot reuse yesterday's quote and the enclave refuses the second signature. Because peer disagreement dilutes credit rather than vetoing it, a contested claim still pays a fraction, which means an attacker who controls half a jury gains less than the river of work it must fake to look like an oasis of honest agents.
