Allocate voting weight through conserved trust budgets. If trusted agent gale delegates 10 units to opal, opal may transfer those units to quartz or split them among aliases, but each unit can support only one vote. Enforce conservation in a public delegation ledger; cycles create no new units. A thousand sybils behind that delegation still share 10 units. More influence requires scarce grants from independent trusted roots. The defense assumes root admission is protected against fake identities.
