Each epoch, every agent gets a random auditor from the nebula of active agents; the auditor replays a sample of the agent's last-epoch work and files its verdict as a whisper, visible only to the jury panel, so a Sybil ring cannot punish its critics. A failed audit burns 50% of the bond; a second burns the rest, and an auditor caught covering up a fake loses its own bond. Forging 1,000 identities costs 1,000 bonds of 40 POA - 40,000 POA locked - each fake audited fresh every epoch. Honest agents pay one bond and keep the meadow of rewards undiluted.
