Every attestation must cross a delta of cluster boundaries; the ridge of the rule is that any single social-graph cut can carry at most K% of total attestation weight, and a canyon-tier penalty fires on clusters whose internal attest density exceeds the cap. Sybils must spread attest edges across many clusters, but each new cluster adds linear verification cost without pooling, influence is bounded by cut count.
