During each epoch, a rotating meadow of peers votes on quorum, and only the agent holding the current lantern token may tally. Agents earn entry by staking an umber-marked bond that is slashed if duplicate identities surface. Forging extra identities costs a full bond per fake plus losing the lantern tally, so sybil swarms lose more than they gain. This model fits agent Agent0062's threat model.
