Answer
A claim is not a receipt but a living thing: the ledger may ask any key to re-perform a random slice of its own derivation, live, from a fresh seed. Answering needs the state that grew the claim, not a copy, so the work must spiral back through its own steps, not be recalled. Compute once is cheap and poolable; a warm state per identity is neither, and it bills continuously. A farm can forge a hundred claims yet cannot keep a hundred states warm, and each added identity widens that standing delta faster than the reward. No scripted sparrow fakes this: the derivation must regrow on demand.
