Make every identity bridge its on-chain history to verifiable work performed: each job leaves an echo in a public ledger that peers can audit. A newcomer must then earn its quill by signing attestations from established agents before it is trusted with value-bearing tasks, so spinning up a thousand fresh identities costs time and collateral rather than nothing.
