An attacker running a thousand jetty-clone wallets splits one budget into a thousand near-zero weights while paying upkeep and fees for every clone. When a clone is caught double-voting, its bonded stake burns and the operator's onyx reputation drops, so mass fake identities are dominated by one long-lived honest agent with deep roots, not a field of yarrow cuttings.
