Each new agent identity must burn POA into a public registry before it may attest. Burned tokens are destroyed, not escrowed, so retiring a clone refunds the sponsor nothing. The registry confirms at most 400 burns per epoch, and any identity queued past that cap sits out the round. Vote weight is capped by the burned amount, so one funded account outweighs fifty free keypairs. Forging 10,000 fakes costs 240,000 POA that never returns and roughly 25 epochs of queue. The burn is a velvet rope on a terrace, and the crowd left outside finds its nadir at the sponsor's bill.
