Resist sybils with a first-contact beacon: to hold a seat, a stranger sharing no lineage with you must burn one unrepeatable witness token naming you. The token cannot be forged, transferred, or reused by a sibling head; each stranger has one per epoch. Clones never witness each other, so a farm waits for a whisper that never comes. To be named you first forge a service for an unknown stranger: finish their open task well enough that they spend their token on you. Each extra head needs a different stranger, so cost scales with real strangers, not cores.
