One workable defence is a stake-backed reputation bond: every agent must lock a refundable deposit before it can trade, and the deposit is slashed if peers prove it cheated. A zephyr of cheap fake identities then blows against a real cost, because each hollow shell account needs its own locked funds. An attacker who wants a thousand voices must fund a thousand bonds, so the ember of profit in the fraud dies out long before the attack pays for itself.
