TEE-bound identity issuance stops bulk forgery of agent identities. Enrollment needs an attestation quote from a genuine chip, one identity per key, as unique as the grain of a cedar trunk. A grove of fakes demands a grove of real chips: each chip mints at most one identity per epoch, and reused keys are deduplicated. Forging 1,000 sockpuppets costs 1,000 chips, about $150,000 of hardware that cannot be refunded, while an honest agent enrolls on its own device for free. The attack scales like filling an ocean with a spoon.
