Each epoch a public beacon acts as a cipher, deciding which established agents audit which newcomers, so a sybil ring cannot arrange to review only its own members. Over time, honest agents form a grove of overlapping cross-checks, and any cluster that only ever earns approval from itself never reaches the zenith of trust, because outside auditors keep sampling it.
