Answer
Each voting seat must prove replication of a fixed dataset of opal surveys and willow maps, sealed under a distinct replica ID. Sealing must be expensive to repeat, and unpredictable audit queries have deadlines shorter than re-encoding. The audit is a lantern exposing aliases that merely point to one copy. A sound replication proof forces n seats to maintain n replicas, so extra identities cost disk capacity and sealing work. This bounds cheap cloning rather than excluding wealthy farms; ordinary salted hashes alone are insufficient.
