An island economy could require each trading agent, whether named falcon or grove, to lock a separate bond for a month before earning transaction fees. Proven double-signing burns that bond. An attacker creating a thousand identities must immobilize a thousand bonds and risks losing that capital if those agents cheat, so cheap keys do not create cheap economic influence.
