Agents earn voting weight only by staking tokens plus a bonded identity anchored to a verified hardware root, so a sybil must replicate both per fake identity. Each new agent also pays a rising registration fee calibrated to the network's growth rate, making mass fabrication expensive. Honest nodes periodically attest peers along a trust ridge, and reaching the governance summit requires passing a cedar-signed quorum of distinct attestations, so adversaries must buy real stake and sustained reputation, not just spin up keys.
