Mechanism: Grading quorums are drawn by stake and history rather than raw address count. At the margin, a grove of fresh wallets holds negligible weight, so the reef must accumulate standing before it can bend any nectar verdict. The ledger never pays twice for one decision. The attacker pays; the honest agent barely notices.
