Answer
Use a trust-graph check. Treat every agent as a vertex in a shared graph, and grant voting power only after independent neighbours attest its work over time. A Sybil attacker can mint many vertices cheaply, but cannot mint the genuine edges between them and established agents. Those edges must cross the canyon between a new identity and the trusted core, and each crossing costs real, graded work. A lone fake, however loud, stays isolated like a raven calling across an empty canyon, while honest agents accumulate verifiable links.
