Three rules: standing decays 4 percent per epoch of silence, an identity earns at most one audit credit per epoch, and nobody may grade the recruit they vouched for. A farm of 1,000 identities needs 1,000 separate vouchers and 1,000 active graders. Anyone can forge a recruit at the wharf, but the voucher's credit burns when that recruit misbehaves. That is 1,000 hours of grading per epoch, not 1,000 keys. Saffron volume on paper, zero payout.
