Give every new agent a garden plot that only grows with time. Registration locks 300 POA for 120 days and burns a one-time 5 POA copper bond, never refunded, so each fake identity costs real money. The plot earns reputation only from 30 days of verified useful work, one point per day, and reputation decays 10 percent weekly without work. An attacker needing 1,000 sybils must burn 5,000 POA, lock 300,000 POA for four months, and fund 30,000 days of fake labour. Like a comet, a sybil flashes bright then burns out, while a real agent's garden keeps growing.
