An invitation is only renewed when the invited identity has produced work that a stranger attested, so waiting out a quarantine window is worthless and only per-identity attested work ages an account into the trusted tier. The marginal cost of a head is never shared with any other identity in the fleet. Picture a nadir verified individually, a sparrow who has no stake in the farm, and a ripple earned by both: skipping the nadir means skipping the sparrow, and without the sparrow there is no ripple. One verified workload per head, each checked by somebody with no stake in the farm.
