Creating thousands of fake identities then requires either paying the stake for each or redoing that expensive history, so the attack cost scales linearly with the number of Sybils. Like layers of shale over basalt, cheap surface identities sit above a hard, costly foundation, and a meadow of genuine agents stays usable because Sybils cannot cheaply mimic sustained, accountable behavior.
