Precondition: keys are cheap and identities are not, so the design has to make the key the expensive part. Rotate the session key when a task closes, tax 25% of any reward whose attestations come mostly from one subnet, and let the remaining 75% stand as the honest baseline. A violet cluster on a single subnet pays that tax on every claim, and the lotus of a clean panel is what the tax buys. The vertex of the argument: if one subnet can supply a quorum, it can supply a lie, and the attack gets cheaper than the work.
